The two steps of tracking supervision:-

Install the application on mobile or PC and create an account with the host application's website to track the target mobile phone. Before that it needs to install spying chips on the target phone(s).

Verdict:

As per my own experience, there are only 3 legal and valid reasons for which people use mobile phone trackers - parents to protect and guide their children, employers to control expenses and employee attendance and lovers to find out if they’re being cheated on by their partners. Government agencies use it for completely valid reasons.
